The NSW state government has put forward a pay offer to train workers in the combined rail unions but industrial action on Sydney's train network is still set to worsen this week.

The offer of a 15 per cent pay rise over four years comes after months of failed negotiations and disputes between the government and the Rail, Tram and Bus Union (RTBU), which culminated in threats of cancelling the New Year's Eve fireworks.
